RESOLUTION NO. 207320

 

            RE:      REQUESTING THE ENVIRONMENTAL MANAGEMENT COUNCIL

IN COOPERATION WITH CORNELL COOPERATIVE EXTENSION, DUTCHESS COUNTY SOIL AND WATER DISTRICT, DEPARTMENT OF ENVIRONMENTAL CONSERVATION (DEC), DUTCHESS COUNTY PLANNING & DEVELOPMENT, AND INSTITUTE OF ECOSYSTEMS (IES), TO STUDY THE CURRENT THREAT OF “MILE-A-MINUTE” TO THE ENVIRONMENT OF DUTCHESS COUNTY

 

            Legislators MC CABE, HIGGINS, SEARS, BASTING, BUNNELL, FETTES, GOLDBERG, JETER-JACKSON, KELLER-COFFEY, KNAPP, MACAVERY, NASH, RAY, TYNER, REILLY, HORN, HORTON, HUTCHINGS, and SWARTZ offer the following and move its adoption:

 

            WHEREAS, the invasive plant known as “Mile-A-Minute” has been found in various parts of Dutchess County, and

 

            WHEREAS, this invasive plant has been documented to be destructive to farm crops, woodlands, wetlands, streambeds, parklands, and private property, and

 

            WHEREAS, action is needed to eliminate this plant and prevent its further spread in Dutchess County, and

 

            WHEREAS, Dutchess County’s Environmental Management Council (EMC) exists to study and advise the Legislature on issues affecting the environment, now, therefore, be it

 

            RESOLVED, that the Dutchess County EMC be hereby requested, in cooperation with Cornell Cooperative Extension, Dutchess County Soil and Water District, Department of Environmental Conservation (DEC), Institute for Ecosystems Study (IES), and Dutchess County Planning & Development to study the current threat of “Mile-A-Minute” to the environment of Dutchess County and make recommendations to the Legislature concerning a Plan of Action to effectively eradicate that plant from Dutchess County, and, be it further

 

            RESOLVED, that the EMC report back to the Legislature within three months of passage of this resolution with a report (interim or final) concerning a Plan of Action to eradicate “Mile-A-Minute” from Dutchess County, and, be it further

 

            RESOLVED, that a copy of this resolution be forwarded to the Dutchess County Environmental Management Council, in cooperation with Cornell Cooperative Extension, Dutchess County Soil and Water District, Department of Environmental Conservation (DEC), Institute for Ecosystems Study (IES), Dutchess County Planning & Development, all Town Supervisors, Village and City Mayors, and Commissioner of Health Michael Caldwell.
